Start a meetup. Do it every month for atleast a year, but ideally forever. Make it noob friendly and Bitcoin only.
Then do a second meetup in between, but full nerd mode for the developers.
A year later, sprinkle some magic and boom! Bitcoin community happens.
Helps to have an amazing hacker garage to hang at, and work from.
